Shanghai University of Finance and Economics Administration Measures on Master of Public Administration (MPA) Students Course Exam

     These administration measures are formulated according to Shanghai University of Finance and Economics Master of Public Administration Professional Degree Graduates Training Plan and relevant policies. The course system of Shanghai University of Finance and Economics MPA professional degree graduates are comprised of three categories: core courses, required courses and elective courses. Students must complete courses specified in the training plan, and can obtain relevant credits after passing the assessment of the courses taken.
     Course assessment is an important part of the teaching process of graduate students. All graduate courses specified in the training plan are subject to assessment.
I. Exams and Modes of Exams
     According to the training goal and training pattern of the master of public administration (MPA), exams for the MPA courses should fully consider the characteristics of students, especial characteristics of the part-time program, and different exam modes should be adopted pertaining to different requirements of core courses, major courses and elective courses. Exams should be designed to motivate students to study hard, encourage students to study in connection with their own work practice, and encourage students to constantly innovate in their studies.
     The MPA training plan provides that the exam score of each course consists of three parts: class attendance and class participation account for 20%, home work accounts for 20%, and final exam accounts for 60%.

There are three types of final exams:
     1. Close-book exam: fixed time and fixed place; students cannot bring any reference books or materials that are related to the exam content.
     2. Classroom open-book exam: fixed time and place; students can bring books and reference materials that are related to the exam upon the agreement of relevant teachers.
     3. Out-of-class open-book exam: fixed test questions to be completed after class, and the test paper is to be submitted at a specified time.
Exam modes of various courses are as follows:
     1.Core courses: mainly classroom open-book exams and close-book exams.
     2.Required courses: mainly classroom open-book exams. Close-book or out-of-class open-book exams can be adopted if relevant teachers think necessary.
     3.Elective courses: mainly classroom open-book exams and out-of-class close-book exams.
II. Exam Score Determination
     1. The hundred mark system is adopted in exam score determination.
     2. For those who fail an exam and take a makeup exam, there are only two grades: “pass” and “fail”. The exam score of a re-taken course will be based on actual points.
     3. Relevant teachers should give scores based on the evaluation criteria without increasing or reducing points at will. Exam scores should be entered in the score sheet within one week after the exam, and the signed sheet should be submitted to the MPA Education Center together with the test paper.
     4. Upon receipt of the score sheets submitted by relevant teachers, the MPA teaching secretary should timely enter the scores in relevant database or the master score sheet, and submit it to the training office of the Graduate School for file. The original score sheet and test paper should be kept for future reference.
III. Deferred Exam, Re-taking (changing) Courses, and Discontinuation
     1. Students must complete all the MPA graduate courses within the time period specified by the university and pass the exam (including re-taking or changing courses).
     2. Students who wish to defer exams need to submit written application to the MPA Education Center in advance, stating the reason for the deferral and the intention.
     3. Students failing exams of required courses need to re-take the courses. Students failing exams of professional elective courses can either re-take the courses or take other elective courses.
     4. If a required course to be retaken is no longer available for the reason of the training plan, another course of equivalent credits needs to be taken based on the recommendation of the MPA Education Center.
     5. Students who are approved to retake (change to) a course will retake (change to) the course in the following year or term.
     6. Students must submit the homework of open-book exams at the time specified by relevant teachers. If the homework is overdue, the score of the course will be counted as zero, and the course needs to be re-taken.
     7. Within the time period specified by the university, if a student fails the exam of a required course after retaking (changing to) the course twice, he/she should discontinue the program and cannot apply for the masters degree.
IV. Exam Disciplines and Exam Room Rules
     1. Making noises and smoking are not allowed in the exam room. Students should immediately take their seats according to the numbers after entering the exam room. Communication devices like mobile phones and pagers should be switched off. The exam room must be kept quiet, clean and tidy.
     2. During a close-book exam, bags, books, notes and paper should be put in the place designated by the exam supervisor. Devices with information transmission and storage function like pagers or mobile phones are not allowed to enter the exam room.
     3. After test papers are distributed, students must correctly write their names and student numbers on the designated place of the test paper. Blue or black pens, fountain pens or ball pens must be used to complete the exam. Handwriting must be neat and clear. Answers written on the draft paper are not valid. Students are not allowed to borrow stationeries or calculators from one another without the permission of the exam supervisor.
     4. After the exam starts, students are not allowed to leave their seats or the classroom or ask questions without permission. If any exam question is illegible, students can raise their hands to ask the question; however, if students have questions about the content of exam questions, they are not allowed to ask the exam supervisor to explain the meaning of the questions or provide hints. If students must leave the classroom under special circumstances, they should ask for the permission of the exam supervisor, and should be accompanied by a teacher if necessary.
     5. Students must strictly abide by the rules of the exam room, and should not talk to each other, or carry secretly, peep at, copy or purposely let other people copy the content of answers to exam questions, or pass or exchange answers to exam questions. During a close-book exam, nothing is allowed to be put under the exam paper.
     6. Students are only allowed to hand in the exam paper and leave the exam room 30 minutes after the exam starts. When leaving the exam room, the exam paper and draft paper should be handed in together. After leaving the exam room, students are not allowed to enter the exam room again without permission, or stay or discuss around the exam room.
     7. At the finish time of the exam, students must immediately stop answering questions, lay the exam paper flat on the desk, stay in their seats, and can only leave the exam room after the exam supervisor collects all the exam papers in sequence. Students who are absent from the exam or do not hand in their exam papers will be considered absenteeism and the score for the course will be zero.
     8. Exam supervisors should perform their duties, conscientiously safe keep the exam papers and keep them confidential, maintain the exam room disciplines, and record what is going on in the exam room.
V. Determination and Handling of Cheating in Exams
     If students violate the principle of fairness and justice in exams, obtain exam question answers and scores by improper means, and in particular, have  one of the following behaviors in close-book exams, they are considered cheating in exams:
     1. Hide and peep at materials that are related to the exam content, or carry electronic devices that store information relating to the exam content;
     2. Copy or assist others to copy answers to exam questions or information relating to the exam content;
     3. Pass/receive articles or exchange exam papers, answer sheets or draft paper among students;
     4. Ask someone else to assume his/her identity to sit in the exam;
     5. Purposely destroy exam papers and answer sheets;
     6. Other cheating behaviors.
     If students have one of the above-mentioned cheating behaviors, they will be ordered to exit the exam room according to relevant regulations of the Ministry of Education and the university. Their exam qualification will be cancelled, their scores will be zero, and relevant disciplinary actions will be taken against them depending on the seriousness of the violation. If exam scores are obtained by cheating and relevant degree certificates and other academic certificates or admission qualification are obtained accordingly, the school will announce that the certificates are invalid and will reclaim the certificates.
