Shanghai University of Finance and Economics Master of Public Administration (MPA) Admission Q&A

1. What is the admission schedule for the full-time MPA program?
A: The admission schedule for the full-time MPA program is as follows (taking 2013 as an example):
    Publication of the admission brochure: early September
    Candidate registration: October 10-31 for online registration; November 10-14 for onsite confirmation; November 4-9 for online payment
    Preliminary exam: early January of the following year (weekends)
    Enquiry of the preliminary exam result: end of February of the following year. Free enquiry in the website of Shanghai University of Finance and Economics (SHUFE) Graduate School
    Final exam: end of March of the following year
    Matriculation: June of the following year

    Program start: September of the following year

2. How do candidates complete registration (double-certificate)?
A: The registration process consists of online information submission and onsite confirmation.
     (1) Online registration: candidates can log on to “China graduate admission information website” (http://yz.chsi.com.cn) during October 10- October 31 for online registration, complete and submit registration information as requested.
     (2) Onsite confirmation: during November 11-November 14, candidates should personally go to the designated confirmation places published in the website of SHUFE Graduate School for picture taking, registration fee payment and registration information confirmation. Candidates should bring the originals of their own ID cards and academic certificates as well as online registration number with them.
    
3. What educational background is required?
A: Graduates of higher vocational colleges recognized by the state with 5 years or more work experience;
     university graduates with 3 years or more work experience;
     masters or PhDs with two years or more work experience.
 
4. Can those who are not government public servants or employees of public administration organizations sign up for the MPA program?
A: Those who are not public servants can register for the program if they meet other registration conditions.
 
5. Are there any special requirements for registration of servicemen?
A: (1) When completing online registration, choose the option of “Military officers” in the field of “Active servicemen” in Step 4 “Complete personal information”;
(2) When completing registration, need to provide authentication of graduation certificates and educational background of military academies, which should be obtained according to the educational background authentication requirements listed in the China graduate admission information website. The time needed for authentication is 3-20 working days. Candidates should make appropriate arrangement for the authentication;
(3) Candidates should present their own certificates of officer during onsite confirmation and exams; temporary ID cards issued by the army are not acceptable.
 
6. Can candidates whose university major is not similar to or the same with the subject of Public Administration register for the program?
A: Yes. However, given that candidates’ major is not close to Public Administration, it is recommended that they master more knowledge of the management discipline during their preparation for the exam.
 
7. What’s the difference between the single-certificate and double-certificate MPA program?
A: Students of the single-certificate program participate in the part-time joint exam in October every year, and are issued only the degree certificate upon graduation.
Students of the double-certificate program participate in the uniform national graduate exam (joint exam for students of the management discipline) in January every year, and are issued the degree certificate and the graduation certificate upon graduation.
 
8. What is the difference between the MPA professional degree and the masters degree of the full-time graduates admitted in the national uniform entrance exam?
A: The masters degree certificate is printed by the Office of the Academic Degrees Committee under the State Council. The professional degree and the masters degree obtained by the full-time graduates admitted in the national uniform entrance exam are of the same level, but different type. The master thesis of the professional degree must be written considering the actual situation of the major with a strong practicalness, while that of the full-time graduates is more theoretical, and the degree is science-based.
 
9. What’s the tuition for the SHUFE MPA program?
A: It will be stated in the MPA admission brochure of the School of Public Economics and Management published by the Graduate School each year. The tuition for the double-certificate MPA program for 2014 was RMB58,000.
 
10. How is the course learning of the MPA program arranged? How long can a degree be obtained?
A: Currently the course learning mainly occurs during the weekend. The program is for 2.5-4 years, and part-time course learning is adopted, which is closely related to scientific research and social practice. When a student has enough credits and completes the thesis, he/she can obtain the degree.
 
11. Where is the exam held for the SHUFE MPA program? Where can candidates get the exam attendance card?
A: The exam is held in SHUFE.
Candidates need to inquire, download and print the exam attendance card in the China graduate admission information website.
 
12. What is the content of the MPA preliminary exam? What reference books are needed for the preliminary exam?
A: 204-English 2 (full score is 100), 199-Comprehensive Competencies of the joint management exam (full score is 200).
English 2 is an exam subject of the national uniform exam, and Comprehensive Competencies of the joint management exam is an exam subject of the national joint exam. Please reference the latest exam outline compiled by the Examination Center of the Ministry of Education and exam papers of the past years.
 
13. Is there any pre-exam class for the SHUFE MPA program? What are the review materials?
A: We do not organize pre-exam classes of any kind, nor do we sell reference books or handle mail order business.
Review materials include graduate entrance exam papers of the past years and the graduate entrance exam outline published by the Ministry of Education for the current year, which can be bought by candidates themselves in book stores.
 
14. What was the admission rate of the SHUFE MPA program in the past years? How are the admission scores determined?
A: The number of candidates differs from year to year, and the admission rate also differs.
Based on the historical admission scores, it can be seen that the admission scores of the SHUFE MPA program were slightly higher than the national scores of the year.
     2013: total score 180, English 55, joint exam 110;
     2012: total score 180, English 55, joint exam 110;
     2011: total score 200, English 60, joint exam 120.
 
15. When is the final exam for the SHUFE double-certificate MPA program? What is the content of the exam?
A: The final double-certificate exam is normally held at the end of March or early April. The exact time will be published in the website of the SHUFE MPA Center.
Generally, the final exam includes the exam of political and moral education theories, the assessment of spoken English and the test of individual comprehensive competencies.
 
16. How is the qualification of candidates examined? Does the employer of the candidate need to know?
A: Candidates need to provide the originals of ID cards, exam attendance cards for graduates, the latest educational proof and degree certificates at the time of the final exam, as well as work experience and proof of service years issued by the HR department (or file management department) of the employer which are affixed with the employer’s seal.
The relevant school will also conduct qualification review before officially admitting candidates.
When completing registration, candidates do not have to provide written materials showing the employer’s consent. Candidates need to handle all the issues arising from the exam and matriculation properly with their organizations. We assume no responsibilities if those issues prevent candidates from taking part in the final exam or matriculation.
 
17. Does the SHUFE MPA program accept students transferred from other institutions? How is intra-institution admission handled for candidates that are not admitted by your school?
A: Currently we do not accept transferred candidates.
SHUFE will publish exam scores and admission results online. Candidates not admitted can enter their desired majors and institutions in the transfer service system in the China graduate admission information website. Alternatively, they can contact other institutions for the transfer admission.
